The NATO Chief Information Officer (CIO) function brings Information and Communications Technology (ICT) coherence across NATO Enterprise’s civil and military bodies. The NATO CIO is empowered to realize the Allies’ vision for the NATO Enterprise, is accountable to the Secretary General, and is responsible for the development of Enterprise directives and advice on the acquisition and use of information technologies and services. The NATO CIO provides Enterprise oversight on cybersecurity issues and, in close coordination with all relevant NATO civil and military bodies, works towards the continual improvement of cyber hygiene and the cybersecurity posture in the NATO Enterprise. This Statement of Work (So
W) describes the contractual work in support of the Office of the NATO Chief Information Officer (OCIO) at the NHQ in Brussels in leading and overseeing NATO Enterprise projects on improving Identity and Access Management (IAM) across the NATO Enterprise. The incumbent will be working within the OCIO Enterprise Security Branch – Enterprise Risk Management Section. The incumbent will be in charge of the development, execution and overview of multiple IAM activities in support of the NATO Enterprise security posture oversight and improvement. This includes the development of an Enterprise IAM strategy and directive, covering the provisioning of services
- prem and in the Cloud. The incumbent will also interact with Nations for IAM-related matters. Duties
Support the development of an IAM Policy and related Enterprise Directive. Advise on the revision of the NATO PKI Management Authority (NPMA) mandate and develop a strategy towards an IAM-focused perspective in support of the NATO Enterprise. Support the drafting and implementation of IAM Policy for standard CIS and Cloud-based CIS solutions. Support the establishment of a NATO Enterprise IAM Board. Support the implementation of IAM-based technical solutions across the NATO Enterprise, including Multi-Factor Authentication (MFA). Coordinate and support
- management activities and analysis in the context of IAM, directly coordinating plans and activities with the relevant stakeholders, and assessing and monitoring related results. Lead coordination activities in support of the implementation of specific projects. Support the execution of High-Level Risk Analysis (HLRA) to be used in support of
- informed decisions. Assist and contribute to the development and/or updating of OCIO’s Directives. Provide support to various CIS-related activities, as directed by the Head of Enterprise Risk Management Section. Requirements
Multi-year experience in Identity and Access Management (IAM) at Policy level, including the development and revision of Directives. Experience in implementing IAM Policy for static CIS and Cloud-based CIS solutions. Solid experience in implementing technical solutions for IAM, including Multi-Factor Authentication (MFA). Professional experience in Project Management and/or Service Management, coordinating work and activities with both internal and external stakeholders. Experience in managing a team in support of project delivery. NATO SECRET Security Clearance. Excellent English writing and speaking skills, with the ability to brief work in English. Desirable: Practical experience in administrating a PKI Certification Authority. Desirable: Practical experience in auditing or inspecting PKIs. Desirable: Familiarity and experience with cryptography and cryptographic key management. Contract Details
